What is a Hungarian EPR authorized representative?

What does the representative actually do?
A full-service authorized representative typically covers the entire compliance lifecycle, not just the initial sign-up:
- Registration in the MOHU/OKIR system and obtaining your producer registration and environmental client ID.
- Product classification — assigning the correct KF code (the circular-product code) to each product and packaging type, which determines your fee.
- Quarterly data reporting in OKIR: declaring the weight of materials you placed on the market, by category.
- Fee handling — reconciling the MOHU invoice, which must be paid within 15 days of receipt.
- Back-filing if you have already been selling without registering, to reduce penalty exposure.

Who is liable if something goes wrong?
The authorized representative is, by law, responsible for fulfilling the registration, reporting and fee obligations it takes on. At the same time, the underlying obligation arises from your act of placing goods on the market, so you should choose a representative that reviews your data carefully and keeps clear records. Since 1 April 2025, Hungary has applied stricter sanctions under Government Decree 156/2025: for a producer, an administrative fine of up to HUF 500,000 per infringement for failing to register or report — and these fines accumulate per product stream. Where quantities are under-declared, there is an additional penalty of 50% of the fee on the concealed difference, on top of the fee itself.
How much does it cost?
There are two separate costs, and it is important not to confuse them:
- The representative's service fee — what you pay your representative for registration and ongoing reporting. Entry-level representation for a typical small cross-border seller starts around 150 EUR per quarter. Confirm whether a quote covers registration only or also the quarterly reporting.
- The EPR fee itself — paid to MOHU, based on the weight and material of what you place on the market. The packaging rates in force are, for example, 219 HUF/kg for plastic packaging, 173 HUF/kg for paper, and 186 HUF/kg for metal (set on 1 October 2025 and unchanged for 2026). Your annual fee depends entirely on your volumes.
A small seller shipping light, low-volume parcels often finds the EPR fee itself is modest; the main value of a representative is meeting a legal requirement, removing the compliance burden, and avoiding fines.

One clarification first: there is no dedicated Amazon marketplace for Hungary — amazon.hu redirects to amazon.de, so sellers reach Hungarian consumers cross-border.
