EPR is a policy approach under which producers are given significant responsibility for the treatment or disposal of post-consumer products. In Hungary, this is regulated by strict legislation that applies to both domestic and foreign companies.

If your company sells products to Hungarian consumers -- whether through e-commerce, marketplaces, or direct sales -- you are likely subject to Hungarian EPR obligations. This includes registration, regular reporting, and payment of environmental product fees.

Who is affected?

Any company that places products on the Hungarian market in a B2C (business-to-consumer) capacity. This includes online retailers, marketplace sellers, and companies importing products into Hungary. The obligations apply regardless of where your company is headquartered.

Authorized Representative Required by Law

Foreign companies cannot fulfill Hungarian EPR obligations on their own

According to Hungarian Government Decree 80/2023 (III. 14.), foreign companies established abroad that place products on the Hungarian market through electronic commerce must fulfill their Extended Producer Responsibility obligations through an authorized representative based in Hungary.

This means you cannot register, report, or manage your EPR obligations directly — you need a Hungarian-based authorized representative to act on your behalf.

What is EPR?
EPR stands for Extended Producer Responsibility. It means that the producer or distributor of a product is responsible for the entire lifecycle of the product, including waste management. In Hungary, EPR has been in effect since July 2023.
Who needs to pay EPR fees?
Every company that first places an EPR-liable product or packaging on the Hungarian market. This includes manufacturers, importers (from within and outside the EU), webshops, and wholesalers/retailers — anyone who packages, imports, manufactures EPR-liable products, or first places them on the Hungarian market.
Can I handle my own EPR registration as a foreign company?
No. According to Hungarian Government Decree 80/2023 (III. 14.), foreign companies that sell to Hungarian consumers through e-commerce must fulfill their EPR obligations through an authorized representative based in Hungary. You cannot do this directly.
When is the EPR reporting deadline?
EPR data must be submitted quarterly, by the 20th day of the month following the quarter: January 20 (Q4), April 20 (Q1), July 20 (Q2), and October 20 (Q3).
Which products are EPR-liable?
Packaging, certain single-use plastics, electrical and electronic equipment, batteries and accumulators, vehicles, tires, office paper, advertising paper, cooking oils and fats, textiles, and wooden furniture.
Do I need EPR if I only sell through a marketplace?
Yes! If you sell products to Hungarian consumers through any channel — including marketplaces like Amazon, eBay, or Emag — you are subject to Hungarian EPR obligations. The packaging you use and the products themselves may both be EPR-liable.
